The Ninth Sister is an Inquisitor that was first introduced in Fallen Order. She is a Dowutin with the ability to read minds, the empathic Force. In Jedi Survivor, the Ninth Sister returns with a cybernetic on her right hand because she lost her arm during the initial battle with Cal Kestis.
