Disabled drivers force U-turn on plans to slap them with parking fees after furious backlash
DISABLED drivers have forced a U-turn on plans to slap them with parking fees after a furious backlash.
Bromley Council has binned its controversial proposal to charge Blue Badge holders for parking in council-owned spaces.
Blue Badge holders would have lost their free parking privileges under the new rules[/caption]It comes amid widespread outrage from residents and pressure from local MPs, who had branded the plans “shameful”.
Tory Councillor Nicholas Bennett, who backed the scheme, admitted the U-turn was down to better-than-expected savings.
He told The Sun: “When this proposal was made last November, the council’s estimated budget gap was over £53m for 2026/27.
“As a result of a number of subsequent savings, we are now able to not proceed with this proposal.”
Mr Bennett had defended the parking fees at a council meeting last year, saying Blue Badge holders already pay for petrol, servicing, and tyres like anyone else, and the £1.10 to £1.60 charge was just a small addition.
Bromley Council documents from November estimated the scheme would generate an additional £50,000 for the town hall.
A final consultation on the proposal was set to take place this year.
Labour MP Liam Conlon – who led the charge against the plan – said: “It was clear that the plan to charge people Blue Badge users would not have raised the revenue Tory Bromley Council claimed but would have forced disabled people into isolation – staying at home instead of working, seeing friends and family or contributing to the local economy by visiting shops on our high street.
“Just last week Councillor Smith replied to my letter and refused to say he was cancelling the plans. Finally he has climbed down. His proposals and subsequent delay before finally u-turning has caused undue stress for disabled residents and sends all the wrong signals to people he is meant to stand up for.”
Sian Pugh, a local mum, played a key role in the U-turn, launching a petition that gained over 4,000 signatures.
Ms Pugh, whose daughter Carys suffers from a debilitating disability, had blasted the proposal as “unfair” and “injustice at its worst.”
Welcoming the U-turn, she said: “Bromley Blue Badge holders will be relieved they will not be expected to pay more than their able-bodied peers, who have the choice of walking or cycling to their destinations for free.”
She also insisted other councils should “take notice” and avoid introducing similar charges.
Some councils across England and Wales already impose charges on Blue Badge holders, creating a confusing patchwork of rules for disabled drivers.
In some areas, Blue Badge holders pay the same parking fees as able-bodied drivers, while others offer discounts or limited free time.
Dorset and Wiltshire Councils provide an extra hour on top of the ticket purchased, while Newcastle City Council offers the first hour free or a grace period – but only if you follow specific payment methods.
Other councils, like Peterborough and Norfolk, expect Blue Badge holders to pay full tariffs in car parks.

Its contents — said to be physically challenging and intense — are a secret with participants asked to sign a non-disclosure agreement.
Even its precise location is not shared, taking place in a disused London office block.
But a source said Eugenie, the younger daughter of the Duke and Duchess of York, was part of the “largest celebrity group yet” when she attended the show last weekend.
They added: “It’s getting busier and busier with A-listers but her royal status makes Eugenie our biggest name this run.”
She was accompanied on the trip by husband Jack Brooksbank.
The plot of You Me Bum Bum Train is also secret and scenes or scenarios change depending on the audience members — or “passengers” — and the guest performers on the night.
The production — created by pals Kate Bond and Morgan Lloyd in 2004 — has achieved cult status due to its mysterious nature.
Other celeb attendees include Madonna, Stephen Fry, Jude Law, Kate Winslet, Sir Ian McKellen and Prince Harry.

Stepmum ‘lures girl, 3, to her death in washing machine by placing toys near drum – having just filmed tragic last vid’
A STEPMOTHER has been accused of killing her three-year-old stepdaughter by luring her to death with her toys.
Isabelly de Oliveira Assumpção from Brazil died by drowning in a top-loading washing machine the night before Mother’s Day on May 7, 2022.

Prosecutors claim that Santos was caring for Isabelly while her father, whom she saw every Friday and Saturday, was at work.
It is alleged that moments before she lured the tot to her death by placing her toys in and around the open washing machine, she filmed Isabelly in what is the last time anyone saw her alive.
Santos is accused of “placing a plastic stool in front of the washing machine which was full of water.”
She also allegedly “placed some of the child’s toys inside the aforementioned appliance” and “placed Isabelly on the bench so she could play with the objects that were in the water.”
Isabelly ended up drowning after she fell into the machine.
Police said that Santos discovered the lifeless child and called for help.
Despite all desperate attempts, Isabelly could not be revived.
Prosecutors claim that the twisted stepmother then left the three-year-old “alone and unsupervised for long enough for the death event to occur.”
In the video of Isabelly taken by her stepmother moments before her death, the little girl could be seen wearing a pink top rolling up her sleeves in what looks like the utility room.
It is alleged that the stepmother was motivated to kill the innocent child because of the jealousy she felt about her and the connection between the girl’s father and mother.
It is claimed that Santos felt possessive of Isabelly’s father and believed that the child was harming their relationship because of his relationship with her mother.
Santos has been charged with wilful homicide, use of asphyxiation, and domestic and family violence.
The charges were accepted by authorities on January 14 but her lawyers argue that the Isabelly’s death was “an accident” and that the claims against their client are an exaggeration of what happened.
Lawyers Paulo Hara Junior and Suelane Gundim say that Santos had a good relationship with her stepdaughter, and that the girl felt the same.
“There is no evidence that she intended to take her life,” they argue.
Gundim said: “We understand that there is no intent, there are no marks, nothing mentioning this in the process.”
However, Isabelly’s biological mother who has not been named claims Santos is guilty.
Isabelly’s stepmother filmed her moments before she died in the machine behind her[/caption] Isabelly’s father was out at work when she was under the care of her stepmother[/caption]Her lawyer Alexander Beilner said: “She [Santos] prepared the entire situation for the crime to happen.
“The machine, the stool, she was wearing socks, the toys were placed in the water.
“Based on her family history, she was not one to play, several indications lead us to believe that everything was prepared, so that it would result in death.”
He continued: “The fact that she spent more than 30 minutes alone in a laundry room in these serious circumstances.
“All of this evidence in the records, show it was a deliberate act by the stepmother.”
Meanwhile, Alex dos Santos Assumpção, Isabelly’s father, who is no longer with Santos, has joined the family’s calls for justice.
He told RPC: “Nothing will repair the loss, having lost her, but justice will calm our hearts a little.
“Due to the evidence that we have, that has come and that is yet to come, we believe that they are very right.
“These recent times have not been easy for us, because it is an irreparable loss, I can say that I do not want anyone to go through what we went through, but I want justice to be served.”
Santos and her lawyers have until January 31 to officially issue a response to the accusations after which a judge will decide if the case continues to trial by jury or if the charges should be changed.

AFTER bagging 7.4million viewers for the final of The Traitors last week, it was inevitable the BBC would want some more skullduggery back on their screens pretty soon.
What they’ve come up with is The Inner Circle, a new quiz show for Saturday nights on BBC One hosted by Amanda Holden.
It spins a similar web of intrigue, mystery and treachery with contestants competing in games and challenges to build up a cash pot.
But how much they end up taking home depends on who they can trust, and who might stab them in the back at the last minute.
A TV insider said: “Although this is a different concept to The Traitors it taps into many of its devious elements.”
The series is also Amanda’s first solo presenting gig for the Beeb following her house renovation series with Alan Carr which proved popular.
It also puts another high profile female presenter on our screens on a Saturday night.
The Inner Circle, which is set to start filming this spring and could air later this year, will see contestants have their general knowledge and strategic thinking tested.
The twist is they have to join forces with others to take home the prize.
But they can’t be sure whether they’ll end up backing or betraying one another.
The show will start with members of the public taking part, with a celebrity element introduced further down the line.
I hope it’s a hit but those are big cloaks to fill.

Sara said: “This series goes to show how much innovation there is among us every day people, everyone has a brilliant idea in them.”
Bean’s back for new drama
SEAN BEAN is at the head of the table at the gathering of an organised crime gang in a first look at new BBC drama This City Is Ours.
The actor plays leader Ronnie Phelan in the eight-part series, alongside James Nelson-Joybe as his best friend and fellow gang member Michael Kavanagh.
Set in Liverpool, with some scenes in Spain, the series follow Michael as he finds love for the first time, at the very same time boss Ronnie begins to hint he’s preparing to retire.
It means Michael has lots to lose when their drugs Kingdom, which has seen them distributing cocaine shipped in from Colombia for years, comes under attack with shipments going missing.
And things go from bad to worse as Ronnie’s son Jamie, played by Hijack’s Jack McMullen, decides it’s his time to inherit the business, and modernise their circle.
The series will also star Hannah Onslow as Michael’s love interest Diana, and Julie Graham as Elaine, head of the Phelan family alongside husband Ronnie.
This City Is Ours will air on BBC One in spring.
