Avatar: The Last Airbender introduced audiences to rich and complex lore, with a fantastic magic system, and brilliant narrative depth. The Legend of Korra expanded on this, going into the nitty-gritty of the Avatar cycle’s origin, while also making specialized bending arts from the original series more widespread.

Avatar: Seven Havens is probably going to expand on what The Legend of Korra set in precedent, and given that there have already been two Avatars in The Legend of Korra, Avatar: Seven Havens could introduce a new twist in its devasted world to the concept of The Avatar.
Other spirits could imitate Vaatu and Raava in Avatar: Seven Havens

Vaatu and Raava were spirits that had fused themselves with humans (albeit Vaatu did it only once) to create the Avatar. Given that spirits are likely to run amok in the wake of Korra’s decisions in The Legend of Korra, and that it has been revealed that the new Avatar will have spirits hunting them (via Variety), it is possible that on the fringes of civilization, or deep in the apocalyptic realms of the world, spirits have taken to fusing with human beings, much like Raava and Vaatu, for the sake of survival.
This could introduce a completely new type of enemy for the Avatar in the Avatarverse, which might not be as strong as the Avatar but could manipulate, say, two elements at once, instead of all four, or allow non-benders to have powers. Kuvira already set the precedent for the use of spirit energy in the finals season of The Legend of Korra, and given that the Avatar has been branded as a destroyer of humanity, could see itself being used to level the playing field for non-benders.

The Legend of Korra showed audiences how The Avatar cycle originated, the history of the four nations, and how radically different the world was at the end of the series, thanks to Team Avatar’s actions. Access between the Spirit and Human worlds has been left open, with spirits and humans causing trouble in each other’s world a lot more freely. We already saw the sentiment turning against Korra in her own series, where her ‘rewilding’ of certain spaces was met with hostilities.
It is safe to assume that these tensions were the reason why humanity would have to reorganize into the Seven Havens, as the wider world becomes increasingly more hostile. Given that this was Korra’s doing, to begin with, this could be the reason why Avatars are now branded as destroyers of humanity. The failures of the previous Avatars could be used as propaganda to fuel the idea that Avatars are not the saviors of the world, but their destroyers.
