Renowned anti-corruption campaigner Martin Amidu has issued a direct call to President John Mahama, insisting that he launch an investigation into what he describes as “payroll fraud and a massive economic crime scene” at the Office of the Special Prosecutor (OSP).
Amidu’s latest demand follows the public reaction to his February 25 article, which shed light on alleged irregularities at the OSP and the National Entrepreneurship and Innovation Programme (NEIP).
According to Amidu, employees within the OSP have expressed deep concern over the revelations, particularly regarding the vetting process—or lack thereof—before their appointments.
He asserts that the Special Prosecutor, William Kissi Agyebeng, subjected employees to unlawful polygraph tests rather than the legally mandated vetting process by the Ghana Police Administration and the National Intelligence Bureau (NIB).
“The OSP employees who contacted me are ready, able, and willing to speak at an impartial investigation, as they were never vetted by the Ghana Police Administration and the National Intelligence Bureau (NIB).
The OSP employees assumed that the Special Prosecutor, William Kissi Agyebeng’s, unlawful polygraphing of them could pass for vetting under Regulation 7 of the Office of the Special Prosecutor Regulations, 2018 (LI 2373) for purposes of their probation and confirmation of appointment under Regulation 12 thereof,” Amidu stated in an open letter.
One employee, in particular, expressed sheer disbelief upon learning about the proper procedures that should have been followed.
“I am absolutely shocked to my boots by your latest revelation!” the employee reportedly told Amidu. When asked which aspect of the revelation was most surprising, the response was: “I mean the colossal breaches!”
Amidu insists that proper vetting—such as fingerprint collection to verify criminal records and thorough background checks on education and employment history—was bypassed entirely.
“If the police and NIB vetted, you would have known. The police take your fingerprints, etc., to ensure you are not an ex-convict, and NIB would have done the deep vetting of all schools and certificates on your CV,” he explained.
